About CEP

The Colorado Energy Profile (CEP) was developed by the Center for Energy and Environmental Security (CEES) at the University of Colorado Law School with funding from the Governor’s Energy Office. The impetus for CEP comes from Colorado House Bill 1203 (2007), a legislative measure encouraging GEO to allocate funds for climate change and energy research to Colorado's research universities.

Purpose and Function

The purpose of CEP is to provide information to Coloradans about energy data and policy, with a special emphasis on renewable and sustainable energy policies. To that effect, CEP compiles federal, state, and local energy laws and policies relating to wind, solar, biomass, biofuels, geothermal, and hydroelectric energy, as well as for energy efficiency and demand side management and system support (e.g., transmission and storage).

In addition to the Laws and Policies Database, CEP also compiles statistical and other information pertaining to Colorado's renewable and conventional energy resources.

What Can I Do Here?

Because CEP is a public informational resource, it is useful to many different groups of users in different ways. To list just a few:

  • Homeowners can find federal, state, and local incentives available for the installation of on-site renewable energy systems, learn about their rights as distributed generators of electricity, and even estimate how much power they could be producing in their community through the use of certain renewable energy systems.


  • Business-owners can examine what kinds of programs and incentives exist to make their operations more energy-efficient and sustainable.


  • Policymakers can use CEP to develop a comprehensive picture of federal, state, and local renewable and sustainable energy laws and to assess what new laws and policies might assist Colorado in achieving its energy goals.


  • Energy Researchers and Students can explore comprehensive and up-to-date information about energy in Colorado by resource.


  • Voters can gain a clearer understanding of Colorado's energy opportunities and challenges and learn about what their elected officials have done and could be doing to secure our environmental and energy future.
